Thursday February 8, 2007

The meeting opened with prayer from Charlie Cagle and hoped the meeting will be productive and good for the kids.

Rule Change Proposals: Rule Changes as voted on. Numbers match RCP’s as posted

Mixing of Classes including WF: Failed

Soft Walls Mandatory: Modified. A committee will be formed to help new tracks in the design of soft walls. This will affect new tracks only. Existing tracks should be encouraged to move to soft walls with the help of this committee.

Judges and Locations: Failed

Senior Half: Failed

Region 2:

Committee to submit a recommendation for a spec tire manufacturer for ALL quarter midget racing starting in 2008. Committee will look at the following components: compounds (for dirt and asphalt), availability, price, tire life and consistency. Committee will be proposed of three Regional Directors and two National Board members. Right side tires only. Passed

Refueling for A’s. Tech Director will determine a size for the gas tank. Only two fuel stops per race. April 1 start date. This rule is to speed up the race. Passed

To race 160, World Formula, B, A must complete one year of racing and get final permission from Regional Director. You still must be 9 years old to race 160, WF and A. 8 years for B.

Region 4:

Judges will be qualified and approved prior to the Grands Events, must stay through the entire event plus be compensated. Failed

After initial warm-up cars will line up with odd number cars on left, even on right. Should a car not make the line-up all cars will move straight up in line instead of shifting over and up. Effective April 1 Passed

National Secretary shall publish minutes and Treasurer shall submit financial reports. Failed Reason: This is a bi-law change and not a RCP. Current Bi-laws cover these two requests.

Driver weight changes: tabled for further discussion

If you go to the designated work area during a green race to avoid a race you are allowed to re-enter the race. If a car is forced off the track the judges may allow the car onto the track. Failed

If a car is rolling on the track and the flagman throws the yellow and the car does not stop the car will go to the back of the pack but no charged with a DOT. Failed

Heavy Honda age to 8 years of age. Tabled until board presentations.

Car Construction – – 17.F All aluminum fuel tanks will have a minimum wall thickness of 0.050” Rule 17G: Steel fuel tanks will not be allowed effective 1/1/07. Delete the typo in the book that at the end says min wall thickness .060. Passed.

Sec 2, 30.A - All data acquisition and measuring devices shall be mounted securely within the roll cage or down tubes and the read out display shall not be operated by nor be in the sight of the driver. Effective 4/1/07 Passed

Sec 3 3.C. Driver’s gloves require a SFI 3.3/5 rating or greater. Passed. This is a simple clarification to the rules

Sec 3 6.B Neck collar made of Nomex or equivalent is mandatory with a recommended rating of SFI 3.3. Passed. Again this is a simple rule clarification

Break pedals. Sec 3 10 Brake Pedal 10.A. A full brake pedal or positive heel stop is mandatory to prevent the foot from pushing through the pedal. Reasoning: Proactive step in reducing broken left legs. 5 broken in 2006. 1 in 2005, 4 in 2004 Passed

Day 2

Presentations were made by

Rollie Helmling – USAC President regarding the current status of USAC and the relationship between QMA and USAC, past present and future. 

Tim Ridley with RKI demonstrated the JTR Eagle Portable Tire Prep Monitor

Dave King from Honda gave a report on the new production of the Honda Motors

Carbon Fiber Axles – Rear Axles shall be comprised of Aluminum or Steel only, effective January 1, 2008.  The definition of aluminum shall not include titanium.  Passed

Modify – 6 B Bumpers , Sec 2 , 6B(1) All cars must have double bumpers with two connecting tubes welded in place.,  6B(2) Bumpers must not extend beyond three inches past the side main frame rail. 6B(3) Any design that does not meet this spec must be approved by the National Tech and Safety Director. 

6C Bumpers Sec 2, 6C The bumper tubes shall be mounted over each other with a maximum of 15 degrees rake as measured from the horizontal.  They shall have at least two inches radius bend on the ends, and be mounted to the frame of the car in order to prevent hooking or lifting.  1st offense:  Warning (48 hours to fix), 2nd offense DQ from class. Passed  Effective 4/1/07 

*Car Construction Sec 3 5C All jackets must have a minimum SFI rating of 3.2/A1. Passed. Effective April 1, 2007

Sec. 4, 2  No decorative or distractive lights on any QMA race car.  1st offense, warning.  2nd offense – DQ from the race.

Article 8, Sec. 2. 1-H

Allow clubs to run  the product Raceceiver at local club level only.  One way communication to drivers from flagman or designated official. This will assist novices and other racers for cautions and line ups.  Passed. Effective April 1, 2007

TECH:

Novices:  New restrictor plates have been available for some time.  Novices who are DQ’d due to "out of spec" restrictor plates will no longer have a first warning.  First offense 30 days suspension, second offense one year. This effects restrictor plate violations only. Section 4, # 3.  Passed.

Sec. 6, 1 All DQ’d parts or motors that are appealed by handler to national will be shipped to national by local or regional tech but paid for by handler.  

Deco manuals have been updated.

The New Honda Tier III Honda GX120 and GX160 motors will not be allowed in 2007. The tech committee has not had enough time to evaluate this motor.  This includes putting new Tier 3 pistons and heads in old motors.  There are currently no Tier III parts available yet. (GX120 Serial # GCAHK-1085093), (GX160 Serial # GCACK-1120414)  Passed effective immediately.

Junior and Senior Stock – Restrictor plates mandatory on the exhaust port of Junior Stock, opened up timing rules to whatever the handler wants for both Junior and Senior Stock.  Passed effective April 1, 2007

Fuel Testing – Additional tool that can be used for testing fuel which  is a gasoline spot color test that is used in other racing organizations.  This is a back up test to the Digitron tester.

Oil Sniffer – New sniffer on market now approved. $195  CPS Model #LS790B.  Use it on Sensitivity #2

Brake Line – No plastic break line allowed. Effective April 1, 2007

Tire Prep Monitor – Accept(ed) the GTR Eagle to police tire prep chemicals and the application to tires.  No tire doping of tires period. First offense 30 days suspension, second offense one year suspension, third offense life.

*Combined Car Weight – Senior Stock, Light Mod, Light 160, Heavy 160,  Light B, Heavy B  and Light AA combined weight raised 10 pounds Effective April 1, 2007

*Driver Weights- Heavy Drivers must now weigh 100 pounds from 95 pounds Effective April 1, 2007

*These changes were made  from driver weight data collected during the 2006  season from across the country.

Heavy Honda – Drivers can start at age 8 Passed. Effective April 1, 2007

Honda GX200 will be allowed pending the approval of the Tech Committee and the RCP process.  This will replace the Heavy 160 for the heavy drivers over 9 years of age. Combined Weight 325.  Heavy 160 will be renamed Heavy Honda. See Clarification, Next Day

Membership – Shall include couples that are living together but not married under the umbrella of regular membership. Effective Immediately 

Grands – Clubs bidding on the Grands must submit the prices that will be charged for vendors, parking, hook-ups, and other services starting with the 2009 Grands Proposals.

Hall of Fame – Hall of Fame Committee will be comprised of an RD or Assistant RD from the East, RD or Assistant RD from the West, Publicity Director and three at-large members appointed by the President. Passed.  Hall of Fame Inductees for 2007 shall be Ernie Bose, Chris Gancarz and James H.  Paniagua.

 

February 10, 2007

Day 3

Initial line up will reflect that after initial green, the line up will be single file as in the old procedure.  The move up in the hole rule that was passed only reflects double row line-ups before the green.

Change age limits to 17, immediately. from rule changed on Thursday. You may not participate after the 17th birthday. This is a simply a clarification. 

Honda 200 – Clarification – this engine will be available for an RCP 1/1/08 after the tech committee has had a change to look at it.  Actual motor platform will not be able to be run is 1/1/09. 

2008 Grands presentation was  given by CCQMA in Taylorville, Illinois for the Dirt Grands. No other groups presented. Congratulations. www.ccqma.org

2008 Eastern Grands Silver City located in Meriden, CT was the only bidder for the Eastern Grands.  Congratulations Meriden. www.Sivercityjuniormotorsports.com

Western Grands Bidders Included Langley, American located in Rancho Cordova, CA, and Portland QMA, located in Portland OR.  American will host the 2008 Grands. Congratulations American.

States Race Fees will increase by $5 total of $11 to QMA. Local clubs can raise their fees not to exceed $40
